Rapid Project Appraisal <city /><place />Mission </place /></city />

•      Compile & document existing proposals for rehabilitation/re-
       construction activities

•      Survey settlements on east and west coast

•      Survey social and religious institutions that host IDPs

•      Identify & shortlist rehabilitation/reconstruction proposals   according to DRA principles to be executed safely on short-term basis

Shortlisting & selection of rehabiliation/re-construction proposals

•      Inform potential institutions/communities about CBS-DEWATS preferences

•      Identify & document local CBS preferences

•      Select beneficiary institutions/communities according to demand and feasibility criteria

•      MoUs with client institutions/communities are signed

Planning of Rehabilitation/ Reconstruction Measures

•      Feasibility studies carried out based on signed MoUs

•      CBS designs/modules adapted to local preferences

•      Project proposals prepared according to standard procedures

•      Material and labor procurement organized with related agencies (THW) and private suppliers

•      Validity of proposals confirmed by responsible agencies (Embassy, InWent co-ordination office)

•      Project proposals submitted to German funding co-ordination agencies (InWent, LafEz <state /><place />Bremen </place /></state />) for verification     

 

Rehabilitation/Reconstruction Measures

•      Select implementation teams (construction & supervising)

•      Procure materials needed in cooperation with THW

•      Confirm material delivery and storage with UN-logistic center and THW

•      Set-up base camps near construction sites

•      Contract local laborers for support

•      Conduct training sessions for hygiene education, construction, operation & maintenance  

•      Commissioning test executed

•      Commissioning report incl. financial report prepared for donor institution

Operation & Maintenance of CBS

•      Overall O & M requirements reduced through high quality implementations

•      Back-up materials and spareparts (generators, pumps, taps, bulbs, etc.) available

•      O & M services subsidized until local stakeholders can resume “normal” livelihoods

•      Housekeepers selected & trained

•      Monitoring system established

Project Management

•      Separate, detailed & transparent financial management & accounting procedures followed

•      Report & documentation system established

•      Internal monitoring & control mechanisms set up

•      Levels of project coordination:

–    Internal project coordination with network partners (LPTP, BEST)


–    Local implementation coordination with Indonesian GOs, NGOs,German organizations (THW, GTZ) and international organizations (UN)


–    Coordination on national level with Indonesian, German and international stakeholders involved in Aceh rehabilitation/reconstruction


–    Coordination in Germany with donor/funding organisations
